NOV - Saroja Devi is an iconic Kannada actress. Probably the most succesful ever from Kannada screen. Good connections with Dr Rajkumar I guess. She apparently is a good citizen who gets on well with everyone and has a very traditonally apprecfiable personal life. Unsurprisingly, Successive Karnataka govts have recommended her for padma honours.
Savitri - great actress but hardly any contacts(barring sambar ganesan). Didn't live a model life either - kudi kootthu drugs etc. No wonder that Andhra governments didn't fall over to recommend her for padma honours. That's how awards work. This doesn't mean much to me. Perhaps we can judge that devi rosa was more of a good citizen of the country and more conventionally acceptable. These awards aren't for acting prowess. Not that Savithri or Devika have many awards.
