Hi,
I used some last night in a dish and it reminded me of this question. I would say it is perfectly OK to use. I would only add that garlic in this stage of its life cycle is past its prime as a flavour, being less pungent and a little dry, so use it, but you may have to add a little more than the recipe suggests.
